OUTCOME

Improved energy efficiency, renewable energy adoption, and energy management practices are being integrated into local policies and operations across Bosnia and Herzegovina, Montenegro, and Serbia. Policy and financial mechanisms are enabling investments in energy-efficient and renewable solutions in the building sector, while public utilities implement energy management plans and prioritized efficiency measures. These efforts increase public engagement and incentivize decarbonization, strengthening local climate governance and advancing measurable reductions in greenhouse gas emissions.

IMPACT

Strengthened local climate governance in the Western Balkans accelerates the transition to climate neutrality and alignment of municipal policies with the EU Green Deal and the Green Agenda for the Western Balkans. Enhanced frameworks for energy efficiency, energy management, and climate action drive measurable reductions in greenhouse gas emissions. Institutionalized civil society participation and improved coordination between local authorities and public utilities increase regulatory coherence, policy enforcement, and the integration of climate objectives into local development strategies, supporting long-term compliance with EU climate and environmental targets.
